This scenario is synthetic. It is designed to explain the SWMS Builder workflow without using real client records, site addresses, source documents, reports, or generated outputs.

## Scenario

Example Coatings Pty Ltd is preparing a draft SWMS for external facade preparation and coating works at Demo Site A in NSW.

The project team has not yet confirmed the final access method. The draft therefore separates confirmed work from conditional controls instead of pretending the access plan is known.

## Workflow Walkthrough

1. Intake captures the scope, roles, jurisdiction, and unknowns.
2. Evidence review separates confirmed facts from assumptions.
3. Conditional HRCW remains unchecked until source evidence confirms it.
4. The controlled generator produces a draft SWMS structure.
5. Post-processing cleans the DOCX package.
6. The validator allows draft placeholders only because the document is visibly draft.
7. A review packet is prepared for read-only review gates.
8. Verification and WHS review findings are recorded before release.

## Expected Demo Outputs

In a private production run, the workflow may produce:

- generated SWMS DOCX;
- validation result;
- review packet JSON;
- Verification Agent finding summary;

- issue or draft status record.

This public repository does not include those files. It includes this synthetic scenario only.
